Meet Troy

Troy McDonald is dedicated to the City of Stuart and that is why he is running for re-election to the Stuart City Commission, Group IV. A 30-year resident of Stuart, Troy is deeply committed to serving his community. He is married to Portia Scott, a local attorney and Stuart native. Together, they have two beloved Pugs, Wo Ai Nee and Jean Luc.

Troy is passionate about enhancing the quality of life in Stuart. His priorities include maintaining a balanced budget and fiscal responsibility, ensuring that residents are not burdened with increased taxes. Since 2019, he has successfully maintained stable tax rates of 5.0 mils annually, meeting the community's needs without imposing financial strain.

Public safety is another cornerstone of Troy's commitment to Stuart. Under his leadership, Stuart Fire Rescue has maintained an ISO 1 rating, resulting in reduced insurance costs for residents. He has worked diligently to fully fund the fire department, adding an additional station and upgrading their equipment. Similarly, he has ensured full funding for the police department, increasing their presence with new offices to keep Stuart safe.

Troy believes in providing extensive public access to the waterfront along the St. Lucie River, with facilities at Shepard Park, Flagler Park, Riverwalk Stage, and more. He has also contributed to the development of diverse parks and recreation options, including playgrounds, dog parks, boat ramps, baseball fields, event parks, walking trails, military memorials, tennis courts, and numerous pocket parks around the city.

Troy strongly supports preservation projects such as Heart of Haney Creek (53 acres), Poppleton Creek Park, and Brunner Pond. He has led infrastructure projects like transitioning from septic to sewer citywide and multiple stormwater projects. His collaboration with the U.S. Army Corps of Engineers and Martin County has resulted in the development of the Lake Okeechobee System Operating Manual (LOSOM), aimed at ending harmful Lake Okeechobee discharges.

One of Troy's top priorities is providing clean drinking water for all residents of Stuart. In 2024, he supported the construction of a state-of-the-art reverse osmosis plant, which includes reverse ionization for PFAS removal. This achievement is a result of the city's successful litigation against 3M, securing a favorable settlement.
